Collaborating, Learning, and Adapting Director (Chief of Party) – Philippines

Panagora Group, a woman-owned small business providing novel and integrated solutions in global health and international development, seeks a Collaborating, Learning, and Adapting (CLA) Director/Chief of Party for the anticipated USAID/Philippines Collaboration, Learning, and Adapting activity. The position is full-time and located in the Philippines.



  • Manage all aspects of the contract
  • Effectively manage all long and short-term staff in providing timely, relevant, high-quality services
  • Maintain high quality standards for all deliverables, including all required reports
  • Hold responsibility for leading and coordinating all activities
  • Serve as primary point of contact with USAID/Philippines
  • Serve as the Principal Investigator for the baseline and major performance evaluations


  • Advanced degree (minimum Master’s of Science) in management, public health, international development, social science, statistics, economics, health systems, or a related field.
  • At least 10 years of work experience in designing, implementing and managing complex monitoring, performance and impact evaluations, and implementation research activities in/for developing countries;
  • At least 5 of the 10 years shall be in a supervisory and/or management capacity that includes providing technical management oversight of subcontractors in a multi-cultural setting
  • Has led and/or managed as principal investigator, at least three large evaluation activiites in the past five years
  • Demonstrated experience with quantitative and qualitative data collection, management and analysis with a strong statistical background;
  • Strong background in project management and monitoring and evaluation;
  • Excellent written, oral, and presentation skills;
  • Excellent demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
