Contracts and Compliance Manager – Silver Spring, Maryland

Panagora Group, a woman-owned small business specializing in global health and international development, seeks an experienced procurement, activity management and compliance professional for a full-time Manager position in our home office in Silver Spring, Maryland. Candidates will have extensive USAID activity management experience and specialized knowledge of regulatory frameworks and compliance. The Contracts and Compliance Manager will play a critical role in providing oversight, guidance, training, and mentoring to our activity management staff across projects and be responsible for project procurement and ensuring contract compliance. This person will also make significant contributions to new business development, in his/her area of expertise as well as lead startups and close-outs. She/he will be an integral member of the senior management team, and must be both strategic and process-oriented in approach, as well as a skilled trainer and mentor. Applied field experience and Spanish or French fluency a plus.

Responsibilities include:

  • Provide leadership and oversight of Panagora’s international portfolio to optimize regulatory compliance, work planning, financial management, contractual deliverables, and client responsiveness
  • Mentor and build capacity of activity management staff in USG-compliant contract and subcontract management, local partnership development, resource management (people, equipment, cost), budgeting, efficient communication and reporting
  • Review, adjust, and monitor multiple activity budgets for accuracy and efficiencies
  • Lead troubleshooting and problem-solving as contract implementation issues arise
  • Evolve contract management policies, systems, and processes to ensure state-of-the-art activity management support
  • Monitor and support activity performance via regular tracking of financial and activity reports, M&E data, communication with field teams, and periodic supervisory travel
  • Serve as liaison with clients as needed and ensure customer satisfaction
  • Support new business development with solicitation analysis and compliance reviews, cost proposal oversight and preparation including consultant salary and partner subcontract negotiation, as well as contribute to other proposal sections
  • Actively support and represent Panagora’s mission and values in conduct and communications
  • Represent Panagora periodically at conferences, meetings, and events
  • Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork


  • Bachelor’s degree in business administration or another relevant field; Master’s degree preferred
  • 7-10 years of relevant work experience
  • Knowledge of US Government Federal Acquisition Regulations and AIDARs
  • Demonstrated activity management skills at a leadership level in a USAID context
  • Training, capacity-building, and consensus-building skills;
  • Demonstrated leadership, versatility, and integrity
  • Strong budgeting and Excel skills
  • Outstanding written and verbal communications skills
  • Experience living and working in a developing country
  • Proficiency in one or more foreign languages, preferable Spanish or French
