HIV/AIDS Portal Administrator / Data Analyst


Project Description: The Procurement and Supply Management (PSM) project is one component of USAID’s larger Global Health Supply Chain (GHSC) program. The GHSC-PSM project is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and, 3) collaborates with key international stakeholders to support global health initiatives.

GHSC-PSM is working on meeting the procurement and supply chain technical assistance needs of PEPFAR under Task Order 1 – HIV/AIDS, the President’s Malaria Initiative under Task Order 2 – Malaria, Population and Reproductive Health under Task Order 3 and Maternal and Child Health under Task Order 4.

USAID has developed a Procurement Planning and Monitoring Report-type portal for HIV to identify and mitigate risk in the HIV supply chain. The portal is expected to be piloted in at least five countries in Africa. Commodities to be reported include adult and pediatric 1st and 2nd line ARVs and HIV rapid test kits (RTKs).

Selected laboratory commodities, such as viral load reagents, may be added later.

Position Description: During the pilot phase, the HIV/AIDS Portal Administrator will support selected programs in Africa and is responsible for the collection, validation, management and analysis of in-country HIV/AIDS commodity stock data. The Administrator will perform simple and complex data analysis, triangulating country stock data with a variety of other data sources to identify current and future risks. Using this data, the Analyst communicates with stakeholders around proposed actions, runs analyses for routine reporting, and helps to produce reports for timely submission to be leveraged by international, multi-donor working groups. As an integral part of the Global Collaboration team, the Administrator is expected to pro-actively work internally and externally to maximize the utility of the portal and present solutions to in-country commodity issues. Responsible for oversight of the portal, the HIV/AIDS Portal Administrator may also develop and disseminate norms and written guidance for data entry and other functions for new and existing users and identifies opportunities for process improvement. The Administrator contributes to the continued development of the HIV/AIDS portal by recording, tracking and verifying bugs, and participating in programming team meetings. The Administrator will work closely with data source owners and stakeholders across USAID and GHSC-PSM and maintains relationships to increase and ensure data quality and integrity.

The Administrator will collaborate with a range of partners, including but not limited to USAID, in-country Ministries of Health, GHSC-PSM project field office, other USAID and non-USAID project field offices, international donors, implementing partners, and inter-agency initiatives. As the project also maintains PPMR portals for both Malaria and Contraceptives, it is expected that this Administrator be trained and available to provide support to the other portals if/when needed.

Strong candidates will demonstrate proven communication, analysis and organization skills working in a cross-cultural environment, as well as a willingness to share knowledge, information, and ideas among team members and external stakeholders. Reporting and presentation skills to record and present information concisely, accurately, and completely are also required.

Required Skills

  • At least 3 years’ experience in data management and/or data analytics,
  • Excellent written and verbal English language skills.
  • Strong interpersonal skills and proven experience managing productive and professional relationships with external partners
  • Demonstrated interest in public health and health systems strengthening
  • Bachelor’s degree

Preferred Skills

  • Master’s degree
  • Ability to present data and analysis in easily understood infographics and data visualizations
  • Knowledge of HIV/AIDS commodities
  • Experience in the healthcare commodities industry
  • Experience in health system strengthening technical assistance
  • Experience working with programs in Latin America, Africa and Asia
  • Demonstrated ability to collaborate and partner with ministry of health and other key government stakeholders working at both the global and country-level
