Lead Evaluation Expert, Colombia Monitoring Evaluation and Learning Activity, Bogota, Colombia  

Panagora Group, a woman-owned small business specializing in global health and international development, seeks an experienced Lead Evaluation Expert for the anticipated 5-year USAID/Colombia Monitoring, Evaluation & Learning (MEL) Activity. The MEL Activity will provide USAID/Colombia with technical and advisory services for evaluation activities, design and implement quantitative and qualitative evaluation studies and assessments and provide evaluation technical assistance for program development. This project will provide the Mission with a set of performance and impact evaluations which contribute to the five-year country strategy, thematic regional assessments, studies and learning activities.

This is a long-term position based in Bogota, Colombia expected to start in December 2018. The position is contingent upon award.

Responsibilities include:

  • The Lead Evaluation Expert shall be responsible for overall management and functioning of all evaluations and special study activities, as well as staff engaged in such activities.
  • Work with the COR and other USAID technical staff to develop the methodologies necessary to meet the deliverables required in the SOWs for evaluation tasks.
  • Act as lead analyst for interpreting the results of surveys and other field data and be responsible for report preparation.
  • Oversee all aspects of all evaluation and special study activities, including: planning and budgeting for each evaluation or study; identify appropriate staffing levels; and securing appropriate qualified staff.
  • Providing relevant technical guidance.
  • Leading consultations with relevant USAID/Colombia staff and implementing partners.
  • Identifying and executing appropriate agreed-upon methodology, field work, research, reporting and deliverables.



  • A Master’s Degree in social sciences, statistics, or related fields.
  • At least ten years of progressive experience in designing, implementing, managing, and analyzing the results of both performance and impact evaluations of development projects. At least three of these years should be in Latin America.
  • A demonstrated ability to assemble, quickly and effectively, and manage highly-skilled, interdisciplinary teams to implement detailed, organized, timely, accurate M&E programs.
  • At least five years of experience implementing quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis
  • Familiarity with USAID’s objectives, approaches and operations, particularly as they relate to monitoring, evaluation, and learning.
  • At least five years of experience leading evaluation teams, or research teams.
  • Excellent team management and interpersonal skills.
  • Fluency in spoken and written English and Spanish is required.
