Monitoring, Evaluation, and Learning Specialist – South Africa

Panagora Group, a woman-owned small business specializing in global health and international development, seeks a Monitoring, Evaluation, and Learning Specialist to support the anticipated USAID/South Africa MERL activity. This is a long-term position based in South Africa.

The MEL Specialist will be responsible for the technical implementation of:

  • Evaluation and Data Collection Services: Design and management of evaluations of Mission activities across multiple sectors; data collection services including population-based surveys.
  • Adaptive Management Support: Facilitate the use of performance information and evaluation findings to influence decision making and resource allocations; deliver trainings for implementing partner staff to build M&E capacity.
  • Knowledge Capture and Exchange: Strengthen coordination and knowledge sharing between Mission teams; support management of activities and partners by identifying and communicating opportunities and obstacles in implementation to achieving performance results.
  • Stakeholder Engagement: Facilitate meetings, forums, and groups that focus on peer learning and knowledge exchange.



  • At least eight (8) years of evaluation experience;
  • Demonstrated experience managing, leading, and coordinating quantitative and qualitative data collection;
  • A Master’s degree or PhD in statistics, development studies, development evaluation and management, or other relevant field of study;
  • Knowledge of sampling and demonstrated experience with designing complex surveys;
  • Experience with data management and database organization, which could include developing data entry programs and supervising data entry, cleaning, and quality control;
  • Experience in various complex data analysis methods;
  • Experience with knowledge management and learning agendas
  • Previous experience in a MEL role on USAID funded projects
  • Excellent oral, presentation, and inter-personal communication skills in English
