Senior Monitoring and Evaluation Specialist – Philippines

Panagora Group, a woman-owned small business providing novel and integrated solutions in global health and international development, seeks a Senior Monitoring and Evaluation Specialist for an anticipated USAID/Philippines Collaboration, Learning, and Adapting activity. The position is full-time and located in the Philippines.


  • Lead project efforts in designing and conducting project-wide monitoring and assist in the planning and implementing evaluation activities;
  • Serve as team lead in developing monitoring, evaluation, and reporting systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance and produce timely, accurate, and complete reports;
  • Be responsible for developing the plan and tools for performance data validation and data quality assessments, help track family planning and environmental compliance, and implementation of gender action plans;
  • Draft the proposed M&E Plan for the Health Project;
  • Directly assist the CLA Director in providing technical and management oversight of all monitoring, evaluation, and learning activities under the contract.


  • Advanced degree (minimum Master’s of Science) in research methods, statistics, public health, demography, social science research, or a related field.
  • At least 10 years of demonstrated experience in performance management for international development programming, preferably in developing countries; public health monitoring and evaluation, conduct of program and project surveys, assessments, and data analysis in health; designing and tracking of performance management plans of national and international development projects; strengthening national health information and monitoring systems;
  • At least 5 years of experience in the design, implementation, and/or management of performance tracking or monitoring process of large, complex development activities, preferably in health, as team lead or M&E subject matter expert
  • At least 5 years of experience in supervisory and/or management position that includes providing technical management oversight to subcontractors
  • Demonstrated experience with quantitative and qualitative data collection, management, and analysis with a strong statistical background;
  • Excellent written, oral, and presentation skills;
  • Excellent demonstrated ability to effectively interact with local professionals, international donors, host country government counterparts, and other implementing partners.
