Program Manager – Kensington, MD

Panagora Group, a woman-owned small business specializing in global health and international development, seeks a manager for a full-time position in our Kensington, Maryland office. The manager will provide a broad range of project management and administrative support to subcontracts and prime contracts including programmatic, budgeting, subcontract administration for IDIQs, and support field teams to ensure effective project implementation. The manager will also support new business efforts. Successful candidates will have demonstrated experience in USAID regulations, practices, and project management activities.

Responsibilities include:

  • Lead project start-up and close-out activities, develop and refine project management tools, resources, and processes
  • Supports the development and implementation of annual work plans; ensure timely and high quality submissions of deliverables as required by the clients
  • Develop, track, and update project schedules and budgets; monitor project status and manage tasks, scope, and deliverables
  • Facilitate communication with home office, field teams, partners, and clients about ongoing activities, risks, issues, and approaches
  • Identify, select, obtain approvals and field long- and short-term consultants; preparing scopes of work and monitoring performance
  • Monitor financial management of the project including preparing and updating monthly financial projections and actuals; identify and prepare budget modifications and notifications for incremental funding and other budget needs
  • Support new business development including cost proposal reviews, recruitment, partnering, research/writing, coordinating activities and other tasks as required

Qualifications:

  • Master’s degree in health, business, international development, or a relevant field
  • 5-7 years of USAID project management or relevant work experience required
  • Experience with global health, private sector health, capacity building, monitoring and evaluation and/or knowledge management desired
  • Proven track record in various new business roles in a USAID context required
  • Strong numeracy skills; ability to put together cost proposals and budgets
  • At least two years supervisory experience desired
  • Strong verbal and written communication skills
  • Competent user of MS Office
  • Demonstrated leadership skills, versatility, and integrity
  • Experience living and working in a developing country strongly preferred
  • Proficiency in one or more foreign languages preferred
