Technical Support Services (TSS) for the USAID/South Africa Bilateral Health Office and the Regional HIV/AIDS Program (RHAP). Panagora is prime contractor for the five-year Technical Support Services (TSS) activity, a woman-owned small business sole source that was amended using PEPFAR emergency procurement authority to expand and extend our services. It subsumed the Monitoring, Evaluation, Research, and Learning (MERL) activity. Under TSS, Panagora provides technical support to USAID/Southern Africa’s (USAID/SA) Bilateral Health Office and to the Regional HIV/AIDS Program (RHAP), which serves USAID Missions in Angola, Botswana, Eswatini, Lesotho, and Namibia; the Government of South Africa (GoSA); and non-governmental organizations. TSS supports USAID/SA’s goal to reduce the burden of HIV in Southern Africa. Panagora provides technical HIV/AIDS experts in the areas of care and treatment, health system strengthening, HIV testing services, prevention, social support services, monitoring and evaluation, tuberculosis, COVID-19, and other health technical areas. Our technical experts also provide operational support and capacity building for USAID/SA health office staff in technical, program, and administrative management. In partnership with our subcontractors, which includes John Hopkins University and several local entities, TSS helps the Mission’s Health Office maximize results under the Country Development Cooperation Strategy health development objective and USAID’s Journey to Self-Reliance goals.
