USAID Uganda P&IE

Panagora leads the collaborating, learning, and adapting (CLA) activities on the USAID Uganda P&IE contract, which is one of USAID/Uganda’s pioneering CLA efforts. Panagora manages systematic assessment of performance to inform program adaptation; planned and implements a system of third party information collection and feedback to the reading project leadership; and helps manage results dissemination workshops that promote reflections on findings and discussion of adaptations. USAID/Ukraine’s Strengthening TB Control

For the USAID/Ukraine’s Strengthening TB Control project, Panagora researched international best practices in web-based TB training and information management; guided formative research on user needs; and designed a detailed approach for creating and managing a resource center and community of practice. Panagora also drafted terms of reference for an IT company to build the resource center. Responsibility for the center and assets will be transferred to a local stakeholder under our build-operate-transfer approach. (Chemonics International, prime contractor)

USAID/Dominican Republic

Panagora is leading a five-year task order to provide monitoring, evaluation, and learning services for USAID/Dominican Republic. In conjunction with EVAL-ME and local partners, we are providing evaluation, knowledge sharing, and adaptive management support to USAID’s portfolio addressing education, at-risk youth, citizen security, and climate change objectives. Engagement and capacity building of local partners and consultants is a key task order objective.

USAID/Uganda Systems for Treating AIDS Nationally (SUSTAIN)

Panagora is conducting a performance evaluation of the USAID/Uganda Systems for Treating AIDS Nationally (SUSTAIN) activity. Panagora’s team will examine the activity’s effect on gradual shifting to the Government of Uganda full management of the HIV/AIDS health services program. To achieve this, the evaluation team will conduct document reviews, develop data collection instruments, conduct key informant interviews and focus group discussions, and analyze data including network and contribution analyses. Key findings will be presented as lessons learned/best practices to inform future PEPFAR and USAID HIV/AIDS programming for Uganda.

Department of State M&E Support – INL WHP

As a subcontractor to Dexis Consulting, Panagora provides performance monitoring, data collection, analysis and overall M&E support with in-country M&E Specialists in the Dominican Republic and Haiti. The M&E support services delivered to the Department of State, International Narcotic and Law Enforcement Division, Western Hemisphere Programs (DOS-INL-WHP), contribute to establish a systematic M&E process that aims to measure success with a series of highly effective performance measures based on strategic goals to achieve compliance with the Foreign Aid Transparency and Accountability Act of 2016 (FATAA). The performance measure design and implementation, data management support, sustainability and training activities will focus on the five strategic areas of transnational crime, counternarcotics, criminal justice, corrections, and border security.

USAID Regional Health Integration to Enhance Services in North Acholi Uganda Activity (RHITES-N. Acholi)

As a subcontractor to University Research Co. (URC), Panagora leads knowledge management and learning, organizational development, private sector engagement, and provides integral support in behavior change communications and youth engagement for USAID Regional Health Integration to Enhance Services in North Acholi Uganda Activity (RHITES-N. Acholi). With long-term in-country staff, we are conducting a stakeholder network analysis and developing and implementing a contract life cycle learning plan, that includes documentation and dissemination of best practices and ongoing continuous collaboration, learning, and adapting activities. Through capacity self-assessments and participatory methods, we build capacity and develop leadership of Ugandan district health management teams to better manage health systems in the Acholi region.
