Sudan Monitoring, Evaluation, and Learning (MEL)

Monitoring, Evaluation, and Learning (MEL) for the USAID/Sudan Mission. Panagora is the prime contractor of the five-year Sudan Monitoring, Evaluation, and Learning (MEL) Activity. We provide technical and organizational support to USAID staff in the areas of 1) monitoring and evaluation, 2) development outreach and communications, 3) program cycle management, and 4) collaborating, learning, and adapting (CLA).

Panagora carries out a broad range of organizational support services to strengthen cross-agency coordination and assists USAID/Sudan in responding and adapting to the rapidly changing political environment. Organizational support includes strengthening cross-agency coordination through planning and facilitating Mission Retreats, learning events, and other collaboration platforms; planning, designing, and implementing outreach and communication activities; assessing the local civil society landscape and developing training and tools to build the capacity of local partners; and assisting USAID staff to develop core organizational strategies and documents.

Panagora provides independent and collaborative M&E services including knowledge management and communication support. We emphasize data use, providing systems and processes that facilitate adaptive management and continuous improvement. We gather, analyze, and provide data and evidence to enable USAID/Sudan and its implementing partners to monitor achievements, inform learning and adaptation, and support clear and effective decision-making. Our MEL activities include program and impact evaluations, rapid landscape assessments, third-party monitoring, and data management and use. In addition to providing on-demand MEL services, we work closely with USAID to strengthen internal M&E capacity, by developing user-friendly tools and training materials and assisting the Mission in preparing and using key management tools.
