Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA)

The Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA) is a monitoring, evaluation, and learning (MEL) platform designed to enhance USAID/Philippines, Pacific Islands, and Mongolia’s ability to foster a results-oriented culture through working collaboratively with the Mission staff and implementing partners to provide fast, flexible, robust, and rigorous MEL-related support. Panagora is the major subcontractor of Management Systems International, leading:

  1. The health monitoring, evaluation, research, reporting, analysis, and adapting (MERRLAA) work to support the Philippines’ Office of Health with transforming data and evidence into ever more effective health programming
  2. The collaborating, learning, and adapting (CLA) services for Philippines, Pacific Islands, and Mongolia to support the integration of learning and insights into program design and implementation, fostering innovation and responsiveness to changing contexts and needs

Panagora’s work under PIMMELA is a continuation and regional expansion of our support to USAID/Philippines since 2018 through the CLAimHealth and CLAimDev MEL platforms.

We aim to foster a deeper connection between USAID programs and the communities they serve, ultimately leading to more resilient and self-sufficient local systems. PIMMELA reinforces our commitment to enhance global development outcomes through innovative and localized monitoring, evaluation, and learning practices that support evidence-based decision-making. We look forward to extending our MERLA and CLA solutions in the Philippines to Mongolia, Papua New Guinea, and 11 other Pacific Island countries under PIMMELA.
